Project overview

The short version

Read the full Project Note

Hotspot Observer is a free experimental beta for Windows 10, Windows 11 and Linux, published by Vitalie Vrabie. It keeps running where you work and records which Wi-Fi networks appear, drop out and come back, so you're not choosing from a single snapshot of signal bars. Each network gets a 0 to 100 rating built mostly from observed presence and recent traffic, with disappearances, current signal and capabilities also counted, and you can open the evidence behind any score. With automatic connection on, which is the default, it reconnects to or switches toward the highest-rated secured network you already have saved, and it waits while traffic is active so a switch doesn't cut off a transfer. It also logs nearby Bluetooth devices, runs speed, latency, DNS and route checks, and exports charts to Excel. Its privacy statement says observation history stays on your computer, while the network tools and update checks do go online. There's no account and no mobile version.
