Online forms often want a single PDF, and what most people have is a few phone photos of documents. Plenty of free converters handle that by uploading your images to their server, which is an odd thing to do with a passport scan. This one does the conversion in the browser, so the images stay on your computer and the PDF is downloaded straight from the page.

The steps are short. Add JPG, JPEG or PNG files, up to 20, drag them into the order you want, choose a page size and convert. Each image becomes its own page in one multi-page PDF, which saves merging separate files afterwards.

There are three page options. A4 and US Letter fit each image onto a standard sheet for printing or official uploads.
